What in general term is the defination or classification of small business ?

Small business is classified by number of people working in the company, the turn over of the company, location, etc ?

I would like to know your comments.

I think it is calculated on the turn over of the company and every country have there own calculation of Small business.

For me, turnover of the business classify the business to be large or small.
